Under the Oklahoma Open Records Act (51 O.S. § 24A.1 et seq.), the public has the right to inspect and copy most City records created or received in connection with public business. Requests must describe the records with reasonable specificity, including a general time frame and search terms to help staff locate them efficiently.

To submit:

• For non-police records: Use the online form or download the PDF and mail it to City Clerk, P.O. Box 610, Broken Arrow, OK 74013.
• For Broken Arrow Police Department records: Download the specific PDF form and submit in person or by mail to BAPD (1101 N. 6th St., Broken Arrow, OK 74012) with a copy of your photo ID.
• Police reports are also available in person during business hours (Mon–Fri, 8:00 a.m.–5:00 p.m.).

The City provides prompt, reasonable access and may charge reasonable fees for search, copying, or reproduction (limited to direct costs; no search fees in many cases). Vague or overly broad requests may require clarification and could face delays. Exemptions exist for certain confidential records (e.g., personnel files, ongoing investigations—see full Act for details).

Ordinances amend or add to the Broken Arrow Code of Ordinances and must follow Oklahoma municipal law and City procedures. Proposed ordinances are typically drafted or reviewed by the Legal Department, presented by City staff to the City Council, and considered at public meetings (usually on first and second reading).

Citizens have opportunities for public comment at Council meetings. Adoption requires a majority vote of the full Council at a public meeting. Emergency ordinances may pass with an emergency clause and take effect sooner. Once adopted, ordinances are published/codified and become effective as specified.
