The City of Broken Arrow is developing a new Downtown Master Plan to guide the future growth, development, and revitalization of downtown over the coming years. Building on the success of the original 2005 Downtown Plan, which helped transform the Rose District into the vibrant destination it is today, this new plan will establish a long-term vision for the next chapter of downtown.

Project Overview

The Downtown Master Plan will study more than two square miles along the Main Street corridor and identify opportunities to enhance economic development, transportation, public spaces, infrastructure, housing, and overall quality of life. The plan will serve as a strategic roadmap for future public and private investment while ensuring downtown remains a thriving destination for residents, businesses, and visitors.

Planning Team

Following a competitive Request for Qualifications (RFQ) process, the Community Development Department received 12 proposals from qualified planning and design firms. After interviewing five finalists, the City selected Design Workshop, supported by Kimley-Horn and ADG Blatt, based on their expertise in urban planning, design, and infrastructure. The consultants began working on the master plan in March 2026.

Community Involvement

Community input will play a central role throughout the planning process. The City Council has appointed a Citizens Advisory Committee to work alongside City staff and the consulting team, helping ensure the final plan reflects the priorities and vision of the Broken Arrow community.

Residents, business owners, and stakeholders will have opportunities to provide feedback as the project progresses.

Join us to review and provide feedback on the three Big Ideas that could shape the Downtown Master Plan. Participants will also learn about the history of Broken Arrow, discover the elements that create vibrant downtowns, and explore potential housing, entertainment, recreational, and destination opportunities being considered for the plan.

Project Timeline

The Downtown Master Plan is expected to take approximately 12 months to complete, with work beginning in March 2026.

Project Funding

The professional services contract for the Downtown Master Plan is not expected to exceed $185,000. Funding is provided through the Sales Tax Capital Improvement (STCI) Fund.
