City Council Recap Jan. 20, 2026

The Broken Arrow City Council, Municipal Authority, and Economic Development Authority met on January 20 to consider more than 40 items on the agendas. Here’s a recap of the actions taken during Tuesday night's meetings. 

 

 

The City Council approved and awarded several construction contracts for upcoming improvement projects, including:

  • Aspen and Tucson Intersection Improvements – This is Phase 2 of the overall Aspen Avenue widening project and will expand the intersection, add sidewalks, ADA curb ramps, pedestrian signals, signage, striping, and pavement markings. Of the four bids received, Diversified Civil Contractors submitted the lowest responsible bid at $517,535. This project is part of the voter-approved 2018 General Obligation (GO) Bond.
  • Melinda Park Street Rehabilitation Project – This improvement project is part of the $25,000,000 in bonds sold specifically for neighborhood street rehabilitations as part of the 2018 GO Bond. The lowest responsible bidder was D-Kerns Construction, Inc., with a total bid of $2,658,490.00. There were five total bids.
  • Grain Silo Improvements Project - Scissortail Construction will repair visual cracks on the silo, remove the grain chutes, paint the exterior, and apply the Rose District logo on the east and west sides. Three bids were submitted for the contract, with the lowest responsible bid at $169,938.
  • Arrow Forge Lighting Project – This contract is for street lighting that will enhance safety, security, and aesthetics in the streets of the Arrow Forge Innovation District. Five bids were received, with the lowest responsible bid of $528,174.20 submitted by Davis H. Elliot Construction Company.
Council approved Resolution No. 1734 supporting Tulsa County’s project to improve Garnett Road between Washington (91st) and New Orleans (101st) streets, as well as the intersection of New Orleans St. and Garnett Rd. The county is ready to put the construction project out for public bid and is awaiting final approval of a FEMA Grant to help pay for the project.

 

Council authorized City staff to move forward with an online surplus auction to sell vehicles and equipment that have reached the end of their useful life. Items available for auction can be found here. More information about the auction will be available soon on the city website.

 

City Manager Michael Spurgeon provided an update to the City Council regarding the 2026 General Obligation Bond package. Spurgeon said following the City Council's actions on January 6, the city has officially moved into the public education phase of the General Obligation Bond package that voters will consider on April 7, 2026. You can view his update here.

 

In the Broken Arrow Municipal Authority meeting, the trustees approved a construction contract for the County Line Trunk Sewer Manhole Replacement-Phase IIIB Improvements Project. This project includes replacing 17 concrete manholes along County Line Road between Houston (81st) and Washington (91st) streets, which will help reduce odors in the area. Cherokee Pride Construction submitted the lowest responsible bid of $540,010. Four bids were received.
