More than 40 items were on the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings held on Dec. 16, 2025.

Here is a recap of Tuesday night's meetings.

The City Council approved an interlocal agreement between Tulsa County and the City of Broken Arrow to maintain and repair county and city roads and bridges within city limits. A Public Road Crossing Closure and Removal Agreement between Union Pacific Railroad and the City of Broken Arrow was approved to facilitate the 43rd Street Improvement Project. The city plans to construct a new railroad crossing for South 43rd Street to provide access to SH-51 from Events Park and the new Sunset Amphitheater. UPRR requires the closure and removal agreement prior to the start of the 43rd Street improvements. The project is expected to cost $148,966 and will be paid from the 2018 General Obligation Bond, Proposition 1.

The Broken Arrow Police Department received Council authorization to purchase upgraded License Plate Reader cameras from Orion Security Solutions.

The City Council authorized an agreement with Landmark Aquatic to paint the Nienhuis Aquatic Facility Pool for $244,800. The scope of this project is to repair, refinish, and repaint the inside surface of the pool.

The City Council approved the extension of displaying banners on city-owned light poles at Events Park. Ordinance No. 3747 amends Section 5.10 Light Pole Banners and Decorations.

The City Council adopted Ordinance No. 3901, amending Section 16-12 to add a new subsection to address noise generated by places of public assembly located near residential property. The amendment defines places of public assembly, applies a clear audibility standard measured inside a dwelling unit with doors and windows closed, and establishes a continuous-duration threshold for enforcement.

At the Municipal Authority meeting, the Trustees approved a $24,316 contract with Aria Filtra, a division of Trojan Technologies Corp. The contract includes an annual service visit with a system inspection, refresher training, and 24/7 technical support conducted at the Verdigris River Water Treatment Plant.

At the Broken Arrow Economic Authority Meeting, the Trustees heard a presentation by Broken Arrow Chamber President James Bell about the 2025 Broken Arrow Chamber of Commerce Best Practices Trip to Franklin and Murfreesboro, TN. The goal of the trip is to develop new ideas that could be applied to Broken Arrow. Franklin and Murfreesboro were selected because of their size and similarity to Broken Arrow.
