City Council recap 12.2.2025

More than 60 items were on the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings held on Dec. 2, 2025.

Here is a recap of Tuesday night's meetings. 

The Broken Arrow Police Department received a $250,000 hiring grant from the Department of Justice. The funding will be utilized over three years to hire two new police officers.

The City Council presented a Certificate of Recognition to Broken Arrow resident Chris Linam for exemplary courage and compassion. On Nov. 6, Linam assisted another citizen who was having a mental health crisis and considering suicide. Linam helped the man off of a bridge and stayed with him until first responders arrived on the scene. His selfless actions were recognized by the Broken Arrow Police Department and the entire City of Broken Arrow as exceptional for helping a person in need.

The City of Broken Arrow received the Government Finance Officer Associates (GFOA) Budget Award. The city has received this award for the last seven years consecutively. The award is based on an independent panel review of the city’s budget. You can watch the presentation here.

City Manager Michael Spurgeon presented a recommendation for projects to be included in the 2026 General Obligation Bond. (Click the preceding hyperlink to view all of the recommended projects.) The City Manager and staff have considered the recommendations of the Citizen Steering Committee, the public response to micro-surveys, three in-person forums, and public comments in creation of their recommended list of projects. The City Council will ultimately decide which projects to include in the GO Bond propositions. You can watch that presentation here.

The City Council previewed Ordinance No. 3901 that would amend the code of ordinances to add a subsection to address noise generated by places of public assembly near residential property.

During the Municipal Authority Meeting, the Trustees received reports on the amount of water treated for customer use, the amount of customer wastewater collected, treated, and discharged, and the amount of customer trash and recycling collected during the month of November.  

The Trustees awarded two contracts for the 4th and El Paso Street waterline project. Utility Supply will provide the water hydrants for the project and Core & Main will provide the materials for the project for a cost of $68,135.

Director of Solid Waste and Recycling, Jerry Schuber presented the department’s service schedule for the Christmas and New Year’s holidays.

Schuber said the department will run its regular routes on Monday, Tuesday and Wednesday of Christmas week and New Year’s week. The landfill is not open on Christmas Day or New Year’s Day, so the trucks will not run on those days. The normal Thursday routes will be picked up on Friday during both holiday weeks.  Christmas Eve is a City of Broken Arrow holiday, but after discussions with his team, and with the landfill only open a half-day on Saturday, it was determined this was the best course of action for the customers. Crossland Heavy Contractor’s Inc. was awarded a $1,092,000 construction contract to add a brine tank for the Verdigris River Water Treatment Plant. This project ensures the city is staying ahead of forecasted growth in Broken Arrow.

At the Economic Development Authority Meeting, the Trustees authorized a fifth amendment to the Sunset in Broken Arrow economic development agreement for the amphitheater project.

 The amendment states:

  • The Sunset Amphitheater is projected to open by Nov. 15, 2026.
  • The developer or contract vendor is responsible for providing law enforcement personnel to handle traffic control on city streets.
  • The developer will make repairs to the curb, gutters, and road surface on Gary Street, between 38th Street and Rosewood Elementary School upon completion of the project or Nov. 15, 2026, whichever is sooner.
  • The developer will be responsible for mowing, edging, and maintaining the venue grounds and parking areas effective March 15, 2026.
  • The developer will provide the city with access to live video feeds from designated cameras on the project’s property for monitoring and real-time incident response.
