Rose District Plaza master plan highlights CC meeting

More than 50 items were on the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings on Nov. 17, 2025. Here’s a recap of Monday night.

City Council authorized the sale of $17 million dollars in bonds as part of the voter-approved 2018 General Obligation Bond program. Series 2025A was worth $14.5 million and will go towards street and stormwater infrastructure improvements. Series 2025B was worth $2.5 million and will be used for drainage facilities improvements. TD Financial Product, LLC submitted the lowest interest rate on both series - 3.669651 percent interest rate on Series 2025A and 3.110826 percent interest rate on Series 2025B. Broken Arrow Police Department received approval to participate in a free one-year trial of the Drone as a First Responder (DFR) program. DFRs arrive on scene in 70 seconds and provide advanced situational awareness that can further protect responders and citizens. Additionally, DFRs typically arrive on the scene first 75 percent of the time. Learn more about the program here.

How could the Rose District Plaza look in the future? A masterplan of the popular gathering place in downtown Broken Arrow featuring two different conceptual designs was presented to City Council. After discussing the two concepts and the possibilities each could potentially bring to the Rose District, the Council selected Option 1 which featured an open lawn facing Main St. with the covered pavilion located along El Paso Street (pictured below). This option will be the vision for the Rose District Plaza Improvements project that will likely be included in the Public Facilities Proposition of the 2026 General Obligation Bond initiative.

City Manager Michael Spurgeon provided the following updates on the process to plan for the 2026 General Obligation Bond Election:

  • Staff will present the recommended list of final projects to City Councilors during their meeting on Dec. 2, 2025.
  • There will be a two-week period for Councilmembers and the public to review the list.
  • On Dec. 16, 2025, Councilors will consider accepting the list and directing staff to begin drafting a resolution and ordinance formally calling for a special election in April 2026.

The Wolf Creek Park Pedestrian Bridge is one step closer to being replaced. Council approved a professional consultant services agreement with Poe & Associates, Inc. to design the improvements for a new bridge along with grading and drainage improvements. The agreement costs $93,480 and will be paid for with 2018 General Obligation Bond funds.

Council approved $190,000 in 2018 General Obligation Bond Proposition 6 funds to pay for the engineering design of three drainage improvement projects.

Gober Construction LLC submitted the lowest responsible bids and was awarded the contracts to construct stormwater improvements along Houston Street between Fort Worth and Lynn Lane. The project will address erosion along the channel and improve stormwater flow. The first contract is for $565,940 and will be paid for with Stormwater Capital Funds. The second contract cost is $115,078 and will be paid for with Oklahoma Water Resource Board loan program funds.

The five-year Tourism Strategic Plan created by Visit Broken Arrow was approved by Council. The plan identified Broken Arrow as a market for veteran travel, sports tourism, and development of film tourism.
