City Council recap 11.4.2025

More than 40 items were on the agendas for the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings held on Nov. 4.

Here’s a recap of what happened on Tuesday night. 

The City Council authorized an agreement between the City and Union Pacific Railroad for the construction of pedestrian crossings over the railroad adjacent to Kenosha Street, and between Sycamore and Redbud Avenues. The agreement includes improvements to the sidewalk between Sycamore Avenue and Redbud Avenue. It will cost the city $104,984, which will be paid from the 2018 General Obligation Bond (Proposition 1).

The City Council has approved a construction variance for extended work hours for Belt Construction, Inc. as they bore through ground rock at the New Orleans Street and County Line Road intersection to install the County Line Trunk Sewerline Phase 2A. The contractor will be permitted to work 24 hours a day, seven days a week, to increase production time at the intersection.

The Broken Arrow Police Department received Council’s authorization to purchase 43 bulletproof vest carriers. These will replace 34 vest carriers that will expire every five years due to Kevlar’s shelf life. The additional nine vest carriers will be provided for the new recruits currently in the academy.  A bulletproof vest is required for every officer and recruit. The $61,209 purchase will be paid from the FY 2026 Police Operations Budget.

The City Council awarded a construction contract to Tri-Star Construction, LLC., for the Houston Street Improvements project from 23rd Street to Old Highway 51. With this project, Houston Street will be extended from two to five lanes between County Line Road and 31st Street (Old Highway 51). The project also includes construction of 2,750 linear feet of PVC waterline, 5,200 linear feet of concrete sidewalk, 4,900 linear feet of curb and gutter, an enclosed storm sewer, and a traffic signal. The total cost of the project is $4,015,000 and will be paid for with funds from the 2018 GO Bond, Broken Arrow Municipal Authority, and the Oklahoma Water Resources Board (OWRB) loan program.

Becco Contractors, LLC was awarded a construction contract for the Houston Street Widening Project from Olive Avenue to Aspen Avenue for $4.6 million paid from the 2018 General Obligation Bond package, Proposition 1. The project includes widening Houston Street to five lanes from Olive Avenue to Aspen Avenue, sidewalk, ADA curb ramps at intersections, concrete driveway returns, new pedestrian signals, signage, striping, and pavement markings.

The Council also approved the Guaranteed Maximum Price from Myers-Cherry Construction, LLC for the Broken Arrow Jail Expansion and Renovation project for $4.8 million, which will be paid from the 2018 General Obligation Bond.

During the Municipal Authority meeting, the Trustees received reports on the amount of water treated for customer use, the amount of customer wastewater collected, treated, and discharged, and the amount of customer trash and recycling collected during October.
