Nearly 60 items were on the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings on Oct. 21, 2025. Here’s a recap of what happened Tuesday night.
Phase 1 of the Aspen Avenue widening project, the rehabilitation of Aspen Avenue between Jasper Street and Indian Springs Sports Complex as well as the intersection improvements at Jasper St., is currently underway. On Tuesday night, City Council approved an agreement with Oklahoma Natural Gas to relocate its lines for Phase 2, the intersection improvements at Aspen Ave. and Tucson St. The city’s share of the estimated cost to move the lines is $338,519 and will be paid for with 2018 General Obligation (GO) Bond funds.
Related to the 2018 GO Bond, Councilors set Nov. 17, 2025, as the date to sale $17,000,000 in bonds which will be used to fund various phases of 19 different projects in the Transportation, Stormwater, and Drainage propositions of the voter-approved bond initiative. Looking ahead to the 2026 GO Bond, the results of the recent survey about a potential proposition to fund improvements to the public sports facilities in Broken Arrow was presented to Council. A total of 3,304 users responded with 68 percent indicating they would support a temporary, five-year half cent sales tax increase to pay for the improvements. City Manager Michael Spurgeon recommended to the Council that the proposition to fund the sports facilities improvements be included on the ballot in April.
With increased demand for high-speed internet access and the expansion of broadband infrastructure in Broken Arrow, questions have been raised regarding the adequacy, consistency, and enforcement of franchise fee agreements, right-of-way use agreements, etc. Council directed staff to review the permitting process, study processes in place by other municipalities, and consider a potential fee structure to be paid by utility providers for installation and expansion of its infrastructure. Councilors Lisa Ford and Justin Green were appointed to a subcommittee for the Municipal Services Administration Building project. The new building will be located at the northeast corner of Washington and Main streets.
The Broken Arrow Film Festival and Convention is scheduled for October of next year, following City Council’s approval of using $50,000 in lodging tax revenues to be used for essential start-up costs, marketing, and programming to help launch this new annual event. Reliance on city funding is expected to decline for subsequent festivals as organizers develop sponsorships and additional revenue sources. Speaking of films, a second movie will be filmed in Broken Arrow this year after City Council approved a film and hotel incentive rebate not to exceed $53,750. The rebate will be funded through lodging tax revenues. The production company anticipates using between 15 and 20 local residents during its seven days of shooting the faith-based feature film in Broken Arrow. Producers estimate the amount of money they will spend in BA to be approximately $2,000,000. You can watch the discussion about the film at the 1:18:00 mark of the meeting.
A U.S. Army Black Hawk helicopter will be allowed to take off and land at Veterans Park on Saturday, Nov. 1 following Council’s approval. The helicopter, along with an F-16 fighter jet, will participate in the 6th annual Broken Arrow Elks Veterans Day Parade with a flyover that morning. The parade starts at 10 a.m. on Main Street in the Rose District. We hope to see you there!
