City Council meeting recap: Aug. 19

There were more than 60 items on the agendas of the Broken Arrow City Council, the Municipal Authority, and the Economic Development Authority meetings on Aug. 19, 2025. Here’s a brief recap of the actions taken Tuesday night.

The City Council approved the purchase of 16 Harris XL 185M mobile communications radios with microphone and vehicle mounted antennas. The purchase is funded by the Sales Tax Capital Improvement (STCI) fund and the Public Safety Sales Tax Fund for $102,718.69.

Six Drainage Advisory Committee recommendations to mitigate erosion were accepted by the Council with expenditures from the 2018 General Obligation Bond Proposition 6 Funds.

The Council discussed another Drainage Advisory Committee recommendation to approve the use of 2018 General Obligation Bond funds to replace a retaining wall along Liberty Trail. Staff requested $500,000 from the 2018 GO Bond Proposition 6 for funds to construct a new retaining wall.

The Council was also updated on the following items:

  • Update on the 2026 General Obligation Bond Package. City Manager Michael Spurgeon reminded Councilors the public forums for citizens are coming Aug. 28, Sept. 3, and Sept. 25. You can watch the presentation here.  

The Council adopted an encampment Ordinance No. 3893. It provides definitions for an encampment and says that camping in a public place without the written permission of an authorized public official or the written permission of the private property owner is prohibited. Violation of the ordinance is a Class B offense.

During the Municipal Authority meeting, the Trustees approved a professional consultant agreement with RJN Group, Inc. to inspect, assess, and design 5,250 linear feet of 18-inch Vitrified Clay Pipe and brick manholes along the Lynn Lane Trunk Sewer Line. The project costs $377,000 and will be paid with Oklahoma Water Resources Board (OWRB) Loan funds.

The Authority received the results of Phase 2 of a pilot study program to address sewer gas odors along County Line Road between Highway 51 and the Creek Turnpike following the installation of a full-sized Wager Unit. The system has been in place since February 2025. You can watch the presentation here.

At the Economic Development Authority meeting the Trustees discussed the Broken Arrow Chamber’s Best Practices trip to Franklin and Murfreesboro, Tennessee, scheduled for Oct. 27-30, 2025. City staff requested input from the Trustees as to what areas, topics and projects they would like to highlight during the trip. The goal of the discussion was to ensure that the itinerary aligns with the community’s priorities to provide the most valuable takeaways for Broken Arrow.
