More than 90 items were on the agendas for the Broken Arrow City Council, Municipal Authority, and Economic Development Authority during the meetings on Monday, July 14.
The evening began with a special meeting of the City Council for its annual review of the Manual of Fees. The Manual of Fees is the document that outlines the rates the city charges for the services it provides including water, sanitary sewer, stormwater, solid waste and recycling, and much more. The Council reviewed and discussed the recommendations of a slight increase of the rates for the utility services provided by the Broken Arrow. However, no action was taken. The final adoption of the Manual of Fees is done each year during one of the Council’s two meetings in August. You may watch the discussion here.
Broken Arrow Fire Department received approval to have two ambulance bodies remounted onto new chassis as part of the department’s vehicle replacement strategy. Remounting the bodies saves approximately 40-50 percent of the cost of full replacement. The total cost of the remounts is $549,942.
The Council reviewed the next micro-survey city staff prepared to garner feedback from the community. The survey is being done in partnership with the Tulsa City County Library about the organization’s plans to construct a new building to house the South Broken Arrow Library. The survey will open to the public in late July and accessible at the city website.
City Manager Michael Spurgeon provided an update to the Council about the progress of the planning process of the 2026 General Obligation Bond. The Council was reminded about the upcoming public forums on Aug. 28, Sept. 3, and Sept. 25. You may watch that update here.

The movie is a horror/comedy that will be filmed at the Stoney Creek Hotel providing jobs for roughly 75 people with an estimated spend of $405,000 supporting local businesses in BA. The incentive uses the tax dollars paid by visitors who stay at hotels in Broken Arrow.
In their role as trustees of the Broken Arrow Municipal Authority, Councilmembers were presented details about upcoming smoke testing in the northeast part of the city. The smoke testing is done to find areas of inflow and infiltration of water into the underground sanitary sewer lines. A defects summary report will be compiled from the testing and include recommendations for rehabilitation improvements. You can learn more by watching the presentation here.
