Fireworks, budget highlight meeting on 6/17
Nearly 100 items lined the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings on Monday night. Here’s a brief recap of the meetings held on June 17, 2024.
Starting with this Independence Day holiday, residents are no longer required to obtain a permit and pay its associated fee to discharge fireworks within city limits. The City Council amended the ordinance to eliminate those requirements but kept the other parameters of the law in place.
- Fireworks are legal only on July 3 and 4, from 3 p.m. until 11 p.m.
- The person discharging the fireworks is responsible for cleaning up debris on the same day the fireworks are used.
- It is not permissible to discharge fireworks on city property.
- Anyone discharging fireworks outside those times will be subject to a $225 fine, plus costs.
- Fines double for those discharging fireworks between the hours of 11 p.m. and 7 a.m.
- Commercial grade fireworks and public displays still require a permit.

Following six months of work to prepare the Fiscal Year 2025 municipal budget, including a Budget Workshop and Public Hearing, the City Council approved Resolution No. 1584 which authorizes the adoption of the annual budget that goes into effect on July 1, 2024. The budget totals $472,198,240 and details expenses for daily operations, capital improvements, and debt service payments.
Council authorized several agreements on Monday night including:
- $32,000 will be provided to Broken Arrow Public Schools and $3,600 will be provided to Union Public Schools to hire, train, supervise, and equip school crossing guards to ensure student safety.
- Envision Civil Contractors, LLC. won the construction contract to repair the north path at the pond located at Preserve Park, 3000 N. 37th Street. Of the four bids submitted, Envision had the lowest responsible bid of $125,623.75.
- Envision was also awarded the construction contract for the Dallas and 4th streets Stormwater Improvements project to repair a failing storm sewer pipe. Five bids were submitted with Envision’s proposal of $223,044.00 being the lowest responsible bid.
- The construction contract for the Cedar Ridge Estates Drainage Improvements project was awarded to Stronghand, LLC. This project will replace a drainage system near Garnett Road and Florence Street in southwest Broken Arrow. Five bids were received, with Stronghand, LLC’s $81,750.88 representing the lowest responsible bid.
- TLS Group, Inc. was hired to conduct lighting repairs along the Broken Arrow Expressway. The hourly rates for the service repairs are available here.
- TLS Group will also be used for traffic signal repair services in the city. The hourly rates for this service can be found here.
Metronet, a telecommunications company, presented to Council its plan to bring its services including high-speed fiber internet to Broken Arrow. Metronet is based in Indiana and is offering services or under construction to provide services in more than 200 communities in 16 states. Memorandums of Understanding with Family and Children Services and Grand Mental Health to provide crisis prevention and mitigation services to the Police and Fire departments were approved. Both partner agencies will embed trained professionals in the field with our law enforcement officers and firefighters to assist with response calls for abuse and/or use of pharmaceutical and illicit opioid substances. The services will be paid for with proceeds from the judgement against several opioid manufacturers and distributors.
Presiding Judge Steven E. Edgar was recognized for his 24 years of dedicated service to the City of Broken Arrow. He served citizens as the Alternate Municipal Judge for five years followed by the next 19 years as the Presiding Judge. Judge Edgar served in his role with honor and integrity while leading the Broken Arrow Municipal Court. Thank you, Judge Edgar.
Dennis Sagely was appointed as the Presiding Judge and will serve a two-year term beginning July 1, 2024. Roger Long was appointed as the Alternate Judge and will serve a two-year term beginning July 1, 2024.

In the Broken Arrow Municipal Authority meeting, the trustees approved the following Professional Consultant Agreements:
- Garver, LLC will design plans to replace and improve the Waterline and Storm Water systems in the Old Town District from Fort Worth Street to 9th Street along Houston Street. The details of the work, including the cost of the design services, can be found at this agenda item link.
- HDR Engineering, Inc. will design plans to add two new vertical turbine raw water pumping units, Pumps #4 and #5, to the existing Verdigris River Water Treatment Plant to prepare for future growth in the city. - Holloway, Updike, and Bellen, Inc. will design plans for the Park Lane Lift Station and Cambridge Estates Relief Line project. The plan calls for the demolition of two lift stations and the construction of a new single submersible lift station at the Park Lane location. More details about this project can be found here.
Cherokee Pride Construction, Inc was awarded the construction contract for the Melinda Park Northside Basin Sanitary Sewer and Waterline Rehabilitation project. The construction will begin this summer and is expected to take 210 calendar days to complete. Cherokee’s bid of $7,362,860.00 was the lowest responsible bid of the three proposals submitted.
A new odor control unit that will be used to mitigate odors in the vicinity of County Line Road between Kenosha and Washington streets was approved. A recent trial unit resulted in significant reductions to the sewer gasses in the County Line Truck Sewer System and reduced the odor in the area. The new $155,975.00 unit is planned to be placed on the west side of County Line Road just south of State Highway 51. More details about this project can be found here.
The Solid Waste and Recycling Department submitted its monthly report for May and includes:
- 7,206,700 pounds of trash were collected
- 1,070,080 pounds of recycling were collected

In the Broken Arrow Economic Development Authority meeting, the trustees received the monthly report about the ongoing progress at the Aspen Ridge Development in south Broken Arrow. Updates for May include:
- Chick-fil-A opened.
- The utility work for the new Reasor’s grocery store is complete. Paving is nearly complete, and the finishes of the exterior are underway. The store opened an off-site location to conduct interviews.
- Construction of Taco Bell and Panda Express are ongoing.
- Whataburger construction has begun.
The trustees approved an Economic Development Agreement with Walman Brown Aspen Development LLC. to build out undeveloped property at the Shops at Aspen Creek off Tucson Street between Aspen Avenue and Elm Place. The three-phased approach, when completed, is expected to bring in a total of 280,000 square feet of new commercial retail space and an estimated $76,000,000 in annual sales. The public/private partnership agreement outlines the cost of the public infrastructure investment of the city, the commitment of the developer, and clawbacks for lack of performance if the terms of the agreement are not fulfilled.
